How to bid on open government contracts

  1. Register your business in SAM.gov. It is free and gives you a Unique Entity ID (UEI); a full registration is needed to bid on federal prime contracts.
  2. Find your industry code with the NAICS code lookup and filter the bids above by industry, state and set-aside.
  3. Read the full notice and attachments on SAM.gov: the scope of work, the deadline, how to submit and who the contracting officer is.
  4. Submit your response before the deadline, exactly as the notice asks.

Not ready to bid as a prime contractor? Check who already wins similar contracts and ask about subcontracting.

Types of government contract notices

Solicitation
A notice asking businesses to submit bids, quotes or proposals for a contract.
RFP (Request for Proposals)
A solicitation where the agency compares proposals on price and other factors, such as technical approach and past performance.
RFQ (Request for Quotations)
A request for price quotes, usually for simpler or smaller purchases.
IFB (Invitation for Bids)
A sealed-bid solicitation where the contract goes to the lowest-priced bidder that meets the requirements.
Sources sought notice
Market research by an agency asking which businesses could do the work. Answering can help persuade the agency to set the contract aside for small businesses.
Presolicitation notice
An advance notice that an agency plans to issue a solicitation soon.
Set-aside
A contract reserved for small businesses, or for a group such as 8(a), HUBZone, women-owned or service-disabled veteran-owned small businesses.

Frequently asked questions

Where are government contracts posted?
Federal contracting opportunities are posted on SAM.gov under Contract Opportunities. This page lists the open notices from SAM.gov, updated daily, so you can search them by industry, state and set-aside.
Do I need to register to bid on government contracts?
Yes. To bid on a federal prime contract you need an active SAM.gov registration, which is free. Some notices, such as sources-sought notices, accept responses before you register, but you must register before you can be awarded the contract.
What is a small business set-aside?
A set-aside is a contract reserved for small businesses, or for a group of them such as 8(a), HUBZone, women-owned or service-disabled veteran-owned firms. Only businesses that qualify can bid on it.
What is the difference between a solicitation and a sources-sought notice?
A solicitation (an RFP, RFQ or IFB) asks for bids or proposals on a contract. A sources-sought notice is market research: the agency asks who could do the work, and your answer can help persuade it to set the contract aside for small businesses.
